All user-level changes introduced in 1.3 should be documented in the Wikka Docs. Please use this ticket to add items that need to be documented:

• Optional CamelCase support: unicode page- and usernames
• Language files

• New file structure (component-specific folders) see #972
• Upgrade notes / charset in custom themes
