There is no way as of 1.1.6.7 to get the /plugins tree to override the default stylesheet path. This means the /css folder would still be overwritten when installing a fresh package. We should either add a stylesheet_path option in the config file to allow the same override mechanism as for other components OR introduce theme folders (and move /css inside the default one) already in 1.2 – see http://wikkawiki.org/NewFileStructure
