An admin action to display and modify settings in wikka.config.php without the need to edit the file with a text editor would be useful in certain environments (for instance, where shell access is not provided).

That would be nice and useful indeed although the long term plan is to store all settings (except those required to connect to the DB) in the DB itself (see how wordpress does this for example)
