Optionally clone ACLs during page cloning

Some might find the ability to clone ACLs when cloning an old page to a new page useful, especially where new users are involved who may not think of the ramifications of cloning a read- or write-protected page to a new, unprotected page. [ This patch] provides the ability to clone ACLs during page cloning as either a Wikka-wide option or on a page-by-page basis.
