LUR Reject Causes

When unprovisioned phones are rejected from OpenBTS, they are sent a "reject cause" in Control.LUR.UnprovisionedRejectCause. These cause codes come from GSM 04.08 Section 10.5.3.6.

These were tested on a Palm Treo-650. If you see other behaviors with other phones, please add your information.

Code	Cause Description	Effect
0x02	IMSI not in HLR	Handset shows and "authentication failure" message. Handset will not attempt to register again with this network or any other until it is power-cycled.
0x04	IMSI not in VLR	Handset will continue to retry several times (on a 15-second timer) and then stop. It will try again in the next LAC or MCC/MNC.
